This Law for resotration fo ownership of forests and forest land entirety has as its main principle to restore the entire ownership of forests and forest land to pre-nationalisations owners, i.e. former landowners, or their heirs and legal successors, whether they were private individuals, municipalities, or legal persons such church or school. According to the Law, land shall be restored in its current status with location, area and boundaries corresponding to the date when it was expropriated (as long as those boundaries still exist, or can be recounstructed).

Land legislation shall be based on the principles set out in article 3. In accordance with the Constitution of the Kyrgyz Republic, land may be the state, communal, private or other forms of ownership (art. 4). Article 4 also defines state lands and communal ownership. Article 5 concerns rights of foreigners to use land. Transactions with rights to a land plot shall be subject to state registration and shall not require notarization, except for the cases provided by law (art. 9). Article 10 defines the Land Fund of the Kyrgyz Republic.

Its purpose is to protect the environment by granting subsidies to sustainable measures aimed to improve agricultural production and agricultural product qualities (Natura2000 planning). The Ministry of Food, Agriculture and Fisheries and the Ministry of Housing, Urban and Rural Affairs shall, within their respective responsibility areas, set rules on the granting of financial aid.

The Act (48 sections, 1 Schedule) is divided into 6 Parts: Preliminary (I), Administration (II), Soil Conservation Service (III), Soil Conservation Reserves (IV), Areas of Erosion Hazard (V) and Miscellaneous (VI). The Soil Conservation Service is established as part of the Department of Agriculture, headed by the Commissioner of Soil Conservation, as well as the Soil Conservation Advisory Committee. The administration may declare areas to be Soil Conservation Reserves or Area of Erosion Hazard.
