The Act makes provision for the collection of taxes on acres of land imposed by Parliament. Rates of levy may vary according to the use of (arable) land. The proprietor of any plantation or any land of which any acreage tax is payable, shall provide the Commissioner of Land each year with a return in Form 1 contained in the Schedule. This Act provides for the establishment of an Agricultural Development Authority as a body corporate for the area described in Schedule 1. The principal tasks of the Authority are in the field of land regulation, land irrigation and drainage. This Act provides for a further regulation of land tenure contracts between rice farmers and landlords in order to strengthen the position of the former. The Minister may establish committees which shall perform several duties in relation with the assessment of rents and the observance of conditions of contracts of tenancy in a specified area (sects. 8 to 26). These Regulations implement provisions of the Rice Farmers (Security of Tenure) Act. They regulate the procedures of application for the ascertainment of maximum rent with an Assessment Committee under section 12 of the Act. (5 regulations and 4 Forms)

The Act creates the Development Control Authority (sect. 3). If land is suitable for development, the vendor of that land shall pay a development levy (sect. 4). The commencement of development requires permission from the Authority (sect. 5), and application for permission must be accompanied by maps and plans (sect. 6). The decision of the authority to refuse permission is subject to appeal with the Minister (sect. 11). For the preservation of amenities, the Authority may serve a notice to the owner or occupier of land to abate the injuries done to amenities (sect. 17).
The Act makes provisions for leases in respect of short term crops. Section 3 states that 'any person desirous of growing a short term crop shall be deemed to have a valid and enforceable lease of land for that purpose upon the covenants and terms set forth in the Schedule or on such terms as parties may agree'. The Schedule provides for a standard lease agreement.
The Act provides for the designation of land use of the Cook Islands. The 17 sections are divided into 3 Parts: Zoning Orders (I); Land Use Board (II); Administration (III). The High Commissioner may issue Orders to establish zones of land use. The use of land within the created zone shall be pursuant to the Order (sects. 3 and 4). Except in accordance with the terms of the Order, an occupier shall not make any permanent improvement or alteration or erect any building without the prior consent of the Board (sect. 6).
