These Regulations implement provisions of the Petroleum Mining Act.The 62 regulations are divided into 6 Parts: Definitions (I); Financial Provisions (II); Records, Accounts, etc. (III); Rights Reserved by Government (IV); Miscellaneous Duties of the Company (V); Miscellaneous Provisions (VI).Matters regulated include amongst others; payment of royalties, fees in respect of petroleum agreement and exploration licence, keeping of records, etc.
“Minerals" is defined in section 2. It shall include gas and petroleum but not clay, coral, lime, sand, or other stone or such other common mineral substances as the Prime Minister may by notice in the Gazette declare not to be minerals for the purpose of this Act. Section 3 formulates a reservation to the Crown of all minerals. Exploration licences which allow the holder to enter upon land, whether private or public to explore for mineral resources, may be granted by His majesty in Council under section 5.
Section 3 prescribes that no person shall explore, prospect or mine for petroleum except by virtue of an exploration licence or a petroleum agreement issued or entered into the provisions of this Act. Any person desirous of exploring, prospecting or mining for petroleum may apply to His Majesty in Council for an exploration licence or a petroleum agreement in respect of any area of land. Section 5 sets out the manner in which application may be made. His Majesty in Council may issue in respect of the same area of land more than one exploration licence.
The Law provides for the institution of the protected Cultural Zones in the Siem Reap/Angkor Region and it promulgates the Guidelines for their management.
The Minister declares under section 19 of the Forest, Soil and Water Conservation Ordinance Forest Reserves for purposes of protection against storms, winds, rolling stones, floods, landslides, prevention of soil erosion and the deposit of mud, stones, etc. on agricultural land, prevention of wastage of resources of timber and for securing the proper management of timber lands, the maintenance of water supplies in springs, rivers, canals and reservoirs, the protection of specified works, the preservation of health, and the protection of slopes over 35° of inclination.
The Minister declares under section 21 of the Forest, Soil and Water Conservation Ordinance Protected Forests for purposes of protection against storms, winds, rolling stones, floods, landslides, prevention of soil erosion and the deposit of mud, stones, etc. on agricultural land, prevention of wastage of resources of timber and for securing the proper management of timber lands, the maintenance of water supplies in springs, rivers, canals and reservoirs, the protection of specified works, and the preservation of health.
This Act provides for the urban and not only land development in Singapore, the responsibilities of the land tenants and owners, the planning of construction, restoration or building activtities, the imposition of land fees for the further use and exploitation of land in the territory of Singapore.
Minor Amendment of paragraph 2, with the sibstitution in the text of the period 12 months with 3 years.The functions of the Authority include to optimize land resources and to provide secure and effective registration systems for transactions relating to land in Singapore. The Authority shall also manage and maintain the cadastre survey system as a foundation for land title as well as advising the government on matters relating to land survey, tenure, ownership and disposition. The Authority has the power to direct for the purpose of discharging its functions under this Act (sect. 7).
In paragraph 1 of the Third Schedule, for the words “as provided in paragraph (a) of subarticle (1) of article 15 of this Act, there shall be substituted the words” as provided in subarticle (1) of article 15 of this Act. The Third Schedule sets out procedures of appeal with the Planning Appeal Board.

For purposes of section 55B of the Development Planning Act, the development referred to in sub-paragraph (ix) of paragraph 2 of Class 1 of the Development Notification Order, 2001 shall be allowed to take place notwithstanding that there might exist illegal development referred to in subarticle (1) of article 55b of the Act on the same site.
