Improved agriculture in the Drought Prone Uplands (DPUs) depends critically on better water conservation and management. However, there is a high degree of uncertainty surrounding issues of water availability, allocation and local rights. Despite broad similarities in the goals of many programmes, there has been a lack of consistency and coherence among them. The focus of this paper is on the difficulties of developing a coherent analytical framework that would enable questions of technical and institutional choice to be addressed systematically.

High elevation páramo (wetland) ecosystems in the Andes are important water sources for local communities and downstream agricultural and urban users. These headwater catchments, however, are often impacted by human activities (eg agricultural production) that affect both stream water quality and flow. Knowledge about water availability, quality, and use is essential for effective management but is often lacking, particularly in smaller mountain communities.

Much has been done in terms of prevention and monitoring but still there is much left to do, in particular introducing innovative alert systems based on the integration of real‐time weather forecasting with national alert and protection systems.

This paper analyses the problem of water resource sharing in Central Asia. The authors consider this problem to be especially important, since they believe that the struggle for control over water resources will be one of the main causes of internal and international conflicts in the 21st century.[The full text of this paper is in Russian language only.]The authors note that in each of the Central Asian republics, the amount of water consumption rises, while the amount of water reserves decreases.
