    An Act to amend certain Written Laws.

    This Act amends Sisal Industry Act, 1997, the Tea Act, 1997, the Courts (Land Disputes Settlements) Act, 2002 and the Tanzania Food, Drugs and Cosmetics Act, 2003. The Sisal Industry Act, 1997 is amended in the Schedule regarding the membership of the Tanzania Sisal Board. The Tea Act, 1997 is amended in Schedule regarding the membership of the Tea Board of Tanzania. The Courts (Land Disputes Settlements) Act, 2002 is amended in section 25 with respect to the appointment of the Chairman of the District land and Housing Tribunal.

The Land Act 1999 is amended in provisions concerning the jurisdiction of the District Land and Housing Tribunal and the District Court (sect. 50), exemption of leased land or any class of leased land from application of provisions of Part IX of the principal Act (sect. 77), determination of the amount of rent for leased land (sect. 78), and disputes regarding leases and termination of lease (sects.

Section 23 is amended by deleting word "two years" appearing in paragraph (b) of subsection (5) and substituting for it the word "five years." and a new savings provision in inserted. Section 23 concerns residential rights and incidents of land occupation.

    This Act amends various written laws including the Wildlife Conservation Act (in respect of Disposal of trophies during proceedings), the Sugar Industry Act and the Land Act (in section 19(2), by inserting the phrase “or issued under the Export Processing Zones Act” immediately after the words “the Tanzania Investment Act” appearing in paragraphs (b) and (c).

    The importance of agriculture in the economies of African countries cannot be overstated. Notwithstanding geographic and climatic diversity and other country specificities, the agricultural sector in African countries is the main source of rural livelihoods and, in general, employs more than two-thirds of the labour force. Agriculture generates more than a third of GDP in most African countries, and accounts for up to 40 per cent of exports. Most African countries have undertaken autonomous liberalization in agriculture.
