This Act provides for physical planning in South Africa at national and local level. It assigns functions to the Minister of Regional and Land Affairs for achievement the objects of this Act and grants power to the Minister to divide the Republic into two or more development regions and to divide a development region into two or more planning regions. The Minister shall ensure that physical planning is promoted and coordinated on a national and regional basis.

This Act makes provision for the allocation of rights in land in the areas described in the First Schedule to this Act or in any area which is declared to be communal land under section 16(1)(a) of this Act ("communal land"). These Regulations, made under the Integrated Coastal Management Act, 2008, concern control of public launch sites as defined by these Regulations. Such sites shall be listed by authority and shall be managed by a management body appointed for such purposes. A management authority in its management plan or integrated management plan shall identify public launch sites within a protected area including those sites which share adjacent common boundaries with a terrestrial protected area.
