Land Tenure Working Paper 11. This co-publication of FAO and UN-HABITAT seeks to better understand and define the processes, mechanisms and institutions of governance of tenure in rural and urban areas. The paper recognises that excellent land policies, laws and technical reforms have been developed. However, in many cases their implementation has slipped, stalled or even been reversed. By adopting a governance and political economy perspective, the paper offers insights for the design of reforms and for the development of land governance tools.

Il y a plusieurs décennies, les efforts des administrations consistaient essentiellement à développer la pêche et l’aquaculture et à veiller à ce que la production et la consommation augmentent. Lorsque, dans les années 80, de nombreuses ressources ont été exploitées complètement ou à l’excès, les décideurs ont commencé à être attentifs à la gestion des pêches, outre le développement de l’aquaculture. L’aquaculture continue à progresser, tandis que la pêche – pour l’ensemble du monde – semble plafonner.

It helps to better understand the types and effectiveness of non-judicial grievance mechanisms in the country. It further proposes some options for the rationalization and coordination of the mechanisms that are now at work.

This report comments on the situation of forest products in Niger. The first part of the report analyses the current uses and importance of forest products in the country followed by a special review on wood production and its uses. The later part looks into the collection, analysis and dissemination process and evaluates the methodologies used during the process. The most important products are also looked into in detail followed by some suggestions on how the overall process could be improved.

The Mozambique land law provides statutory recognition of customary land rights and is considered one of the most progressive legislations in Africa. However, the law continues to face implementation challenges, including the realization of equal rights for women and institutional reform. Simply having a progressive law ‘is not enough’ to bring about transformative change in a country.
