   Land legislation shall be based on the principles set out in article 3. In accordance with the Constitution of the Kyrgyz Republic, land may be the state, communal, private or other forms of ownership (art. 4). Article 4 also defines state lands and communal ownership. Article 5 concerns rights of foreigners to use land. Transactions with rights to a land plot shall be subject to state registration and shall not require notarization, except for the cases provided by law (art. 9). Article 10 defines the Land Fund of the Kyrgyz Republic.

   This Law regulates the public relations and legal and organizational issues related to the implementation of the land reform in the Republic of Kyrgyzstan. Land reform is carried out so as to provide for the redistribution of the land in order to create the necessary conditions for equal in rights development of various forms of economy on the land, the formation of versatile economy, for the determination of the rates of the fees for land, and the rational use and protection of the lands at the territory of the Republic of Kyrgyzstan.

   The Act regulates succession in Estonia. Specifically, it provides that succession is the transfer of the property of a person upon his or her death to another person. A bequeather is a person whose property transfers upon his or her death to another person. An estate is the property of a bequeather. An estate does not include the rights and obligations of the bequeather which pursuant to law or by their nature are inseparably bound to the person of the bequeather. Notably, special rules govern the legal relations involving the property that is included in the land register.

   This Law provides for the establishment of the General Directorate of Land Registry and Cadastre under the Ministry of Public Works and Settlement.     This Act makes provision for the registration of title in land and defines effects of registration of title. The Act also provides other rules relative to dealings in land. Land in respect of which title has been registered under this Act may not be transferred, mortgaged, leased or otherwise dealt with, and an instrument that purports to deal with such land shall not be registered, except in accordance with this Act. Rights in land shall be registered with the Registrar of Titles of Norfolk Island.
