    The Republic of Kazakhstan proclaims itself a democratic, secular, legal and social state whose highest values are an individual, his life, rights and freedoms (Article 1). Human rights and freedoms in the Republic of Kazakhstan shall be recognized and guaranteed in accordance with this Constitution (Article 11). The Republic of Kazakhstan shall recognize and by the same token protect state and private property. The land and underground resources, waters, flora and fauna, other natural resources shall be owned by the state.

    This text is to amend the title of the principal Law, under section 1, as "Ports and Railways Authority Law". Section 3 of this text amends section 4 of the principal law, as concern functions of the Authority and development, such as planning, construction, development, management, maintenance and operation of ports. Section 20 makes provision as for human resources, as concerns the agreement to transfer railway employees to the Authority and Labor Agreement. Section 22, amending section 21 of the principal Law, concerns fees, transportation of goods and persons.

    Cette loi reconnait la nécessité de définir et de mettre en oeuvre une politique spécifique de développement, d'aménagement et de protection pour la montagne, vu qu'elle constitue une entité géographique, économique et sociale particulière, en vertu de son relief, de son climat, de son patrimoine naturel et culturel. La politique de la montagne se caractérise par la promotion d'une démarche de développement local, dite démarche d'autodéveloppement, qui est engagée et maîtrisée par la population montagnarde.

    This Law establishes the power of the Ministry of Justice and the Minister of Religious Affairs to make regulations as to land transactions for the purpose of observing the Sabbatical year. Such regulations shall apply notwithstanding anything provided in the Land Law 1969 or in any other law.
