A l’instar de la plupart des pays sahéliens, l’économie sénégalaise reste encore très dépendante de l’agriculture. Celle-ci peut être décomposée en trois volets dont l’importance varie d’une zone écogéographique à une autre. Dans les zones comme la vallée du fleuve Sénégal, elle a cédé un peu le pas à l’agriculture irriguée, à la riziculture et à la culture légumière introduite par la puissance coloniale.

People living in adequate homes have better health, higher chances to improve their human capital and seize the opportunities available in urban contexts. At the same time, a housing sector that performs well acts as a ‘development multiplier’ benefiting complementary industries, contributing to economic development, employment generation, service provision and overall poverty reduction.

This article discusses the inherent limitations of law in transitional justice processes regarding land grievances. Through analysis of the case of Timor-Leste (East Timor), a country marked by post-colonialism, post-authoritarianism, and post-conflict. The article shows how complex transitional justice regarding land grievances can be, and argues that a legalist perspective gives a limited view of these grievances, both for studying and finding solutions to them. The article employs the concept of ‘wicked problems’ to overcome the limitations of law.
