    This Act establishes the Manam Resettlement Authority, defines its duties and powers and provides with respect to its administration and operation. The Authority shall be a body corporate and shall identify and acquire land for the resettlement of displaced persons in Manam Island. and shall be instrumental in aid and resettlement of people affected by disaster in Manam. The Department of Provincial and Local-level Government Affairs shall monitor the performance of the Authority.

    This New Zealand Law, consisting of 33 Parts and 3 Schedules, provides for various matters that apply to the territory of Niue, including Village Councils, cases stated by the High Court or Land Court or Land Appellate Court and cases stated by Supreme Court for Land Appellate Court, land taxes and land development. The Land Court may by Order declare that any Niuean land shall be subject to the provisions of act relating to land development.

    This Act amends the Village Fono Act by inserting a new section 2A stating the objects of the Act and by inserting provisions and amending other provisions on the registration and administration of villages and the limitation of jurisdiction of Village Fono (in particular in respect of Government, freehold or leasehold land located within village land). A new section on structures and activities on village land for community purposes is also inserted.

The system of Provincial Governments established by this Organic Law applies to the government of the National Capital District and the provisions of this Organic Law relating to Provincial Governments apply to the National Capital District.
