La presente Ley, que tiene por objeto establecer un régimen jurídico especial y transitorio que regule el contrato de promesa de venta a fin de asegurar la negociación de los inmuebles ofertados por medio del Banco de Tierras, se inscribe en el contexto del Decreto Legislativo Nº 150, de 11 de octubre de 1994, que emitió la Ley Transitoria para la Agilización del Programa de Transferencia de Tierras (PTT), con el propósito de procurar que dicho programa consolide y de cumplimiento a los Acuerdos de Paz, así como de establecer mecanismos jurídicos transitorios que faciliten la transferencia

The Commissioner of Lands is empowered to enter upon lands to investigate whether parcel of land is beneficially occupied. The Minister may issue a notice to the owner of a land if he holds that such land is not beneficially occupied. The notice specifies a time limit and the manner in which that land shall be beneficially occupied.
