This reviews the literature on decentralised land governance in Southern Africa, highlighting key issues and challenges of ‘land governance from below’.
Increasingly land tenure institutions are required to support the decentralization of services to local governments. One expectation of decentralization is improved delivery of services by the level of government that is closest to the beneficiaries of those services. While the scope of services being allocated to local governments has expanded, many rural local governments lack the revenues needed for them to fulfil their new responsibilities. This guide provides advice to countries that wish to increase revenues by introducing rural property taxes.

In order to avoid the potential pitfall of studying a particular project that may well have atypical effects, this paper systematically investigates the impact on commercial farm wage incomes for rural smallholder households of all pledged investments in the agricultural sector in Zambia between 1994 and 2007.

Encroaching on Land and Livelihoods examines whether national expropriation laws in 30 countries across Asia and Africa follow the international standards established in Section 16 of the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries, and Forests in the Context of National Food Security (VGGTs). Section 16 of the VGGTs establishes standards on expropriation, compensation, and resettlement to ensure tenure security and responsible land governance. The UN Committee on World Food Security officially endorsed the VGGTs in 2012.
