This Regulation, made under the Afar National Regional State Rural Land Use and Administration Proclamation, concerns equal land use rights on communal holdings of the pastoralist communities and separation of communal holdings for use of the pastoralist community. Any pastoralist shall be entitled to equal land use right on communal holding. Such right shall include the right to equal distribution of grazing, water, land lease, forestry resources and any other proceeds from the communal holding.

This Scheme consists of 7 Chapters, 2 Maps and 2 Annexes, specifying land uses, territorial definition and other legal matters related to any areas for the following land use purposes: agricultural, forestry, protection, infrastructures, etc. Chapter 4 regulates infrastructures and equipments. Chapter 5 estabishes terms and conditions for natural heritage and protected area conservation.

These Regulations provide for procedures of appeal with the Agricultural Appeals Tribunal under the Agricultural Act 1966. Any person aggrieved by a Land Preservation Order under the Act may appeal to the Agricultural Appeals Tribunal as provided for by section 9 of the Act. Matters regulated include initiation of appeal, filing of appeal, hearings, witnesses, evidence, adjournment, records and withdrawal of appeal.
