Cameroon’s current land law appears to have two conflicting objectives: to attract investors through large-scale land concessions; while protecting biodiversity;defending local people’s rights and promoting rural development. But the legislation governing large-scale land-based investments is outdated and sometimes incoherent. The land allocation process is investor driven and does not appropriately balance economic;social or environmental considerations.

This brief note identifies the consequences of land acquisitions in peri-urban spaces around the cities of Bamako and Ségou, Mali. This contributes to debates surrounding the rapid expansion of African cities faced with rapid rural-urban migration and new arrivals settling in precarious conditions. The ongoing use of landscape-based conflict commodities — diamonds and other minerals, timber, wildlife, etc. — to finance wars continues to evolve. The success with which such commodities can be transacted to support militaries, militias and insurgencies has led belligerents to innovate with additional commodities. Housing, land and property (HLP) rights within war zones have belatedly joined the list of conflict commodities that are subject to transaction, and to such an extent as to warrant significant concern.

    Publicación revisada por pares

    Gabón

For the past decade, the land rush discourse has analyzed foreign investment in land and agriculture around the world, with Africa being a continent of particular focus due to the scale of acquisitions that have taken place. Gabon, a largely forested state in Central Africa, has been neglected in the land rush conversations, despite having over half of its land allocated to forestry, agriculture, and mining concessions. This paper draws on existing evidence and contributes new empirical data through expert interviews to fill this critical knowledge gap.
