   This Act makes provision with respect to exploration for and exploitation of mineral resources, underground waters, geothermal deposits and related matters. It also empowers the Minister to regulate radioactive minerals.The Minister of Lands, Mines and Energy shall be the main administrative authority for purposes of this Act. The Act establishes a Minerals Technical Committee and a Mineral Development Fund.The Act sets out various mineral rights and the conditions at which they can be obtained.

   This Decree-Law, consisting of 7 Chapters, approves the National Regulation for Land and Urban Planning (RNOTPU). it specifies the basic legislation for territorial planning and its management, as established by Legislative Decree No. 1/2006.    The Land Rights Policy is a national sectoral policy that provides the Land Commission’s policy recommendations for land rights in Liberia, centred on four basic types of rights: public land, Government land, customary land, and private land. In addition, a Protected Area is defined as a land which may fall under the Government Land, customary land, or private land categories, but which must be conserved for the benefit of all Liberians. The Policy will form the basis of a new land rights law, and will require substantial changes to the existing legal framework.

   These Regulations implement provisions of the Timber Resources Management Act, 1997 with respect to the granting of timber rights and related matters and regulate the calculation and payment of stumpage fees and the registration and use of chainsaws.The Regulations set out the procedures for the inventory and reservation of specified lands for timber utilization. The Chief Conservator of Forests shall identify lands suitable for grant of timber utilization contracts and initiate procedures of inventory of forest resources on such land and to obtain consent of landowners.

It specifies the requirements to be satisfied in order to perform any urban operations, including allotment, urbanization, construction and use and conservation of buildings.
