    Following the financial and food crisis in 2008 the phenomenon of land grabbing through large-scale investments in land leading to forcible displacement of rural population, increasing their food insecurity and disregarding Human Rights became a hot topic on the global agenda. At the same time it became clear, that more investments were needed into the agricultural sector to increase food security and secure agricultural productivity.

    Sierra Leone is one of the least developed countries in the world and is still recovering from a civil war that ended in 2002. Increasingly, the Sierra Leonean government seeks to attract foreign investors through providing opportunities for large-scale land leases for the development of agribusiness. This has triggered a rapid transformation process that poses a considerable threat to food security and social stability. Despite being a pilot country for the implementation of the Voluntary Guidelines on the Responsible Governance of Tenure, there is no real change on the ground as yet.

    En 1999, la FAO publiait la première version française du Thésaurus multilingue du foncier. Cette version avait surtout pour vocation d'être mise à l'épreuve du terrain, c'est-à-dire soumise aux critiques constructives tant des usagers à la recherche d'informations et d'éclairages nouveaux que des experts du foncier. En effet, sur le fond comme sur la forme, sont apparus un certain nombre de points forts mais aussi des lacunes, relevés depuis 1999 par l'équipe des rédacteurs et par de nombreux autres spécialistes du foncier.

    This Ordinance makes provision with respect to the compulsory acquisition of lands for public purposes and compensation for such acquisition to the landowner. It sets out the procedure for such acquisition and subsequent registration of land. The Governor may be required to purchase the rest of a piece of land if only a part was acquired and the rest is rendered useless to the owner. It shall be lawful for the Minister to resell any land purchased under this rule. The Ordinance also makes provision for resolution of disputed regarding compensation, etc.

    In peace-building and transitional justice literature economic restoration is considered central to sustainable peace in post-conflict societies. However, it is also widely recognised that many post-conflict states cannot afford mechanisms to provide restoration. Not only are many such states poor to begin with, but violent conflict further degrades their economic capacity. As a result, in their need to provide jobs, generate tax revenues, spur development and promote sustainable peace, many post-conflict states turn to alternative processes of economic restoration.

    Sierra Leone recently attracted significant inflows of Foreign Direct Investment (FDI) in export-oriented mining and agribusiness. These investments have usually involved large-scale land deals with local communities that have been facilitated and brokered by government officials, local politicians, and paramount chiefs. Affected people and communities were supposed to receive compensations for lost land and, in addition, they expected to find gainful employment opportunities with multinational companies.

    In sub-Saharan Africa, commercial bioenergy production has been hailed as a new form of ‘green capitalism’ that will deliver ‘win-win’ outcomes and ‘pro poor’ development. Yet in an era of global economic recession and soaring food prices, biofuel ‘sustainability’ has been at the centre of controversy. This paper focuses on the case of post-war Sierra Leone, a country that has over the last decade been consistently ranked as one of the poorest in the world, facing food insecurity, high unemployment and entrenched poverty.
