Spain ceded Guam to the US in 1898. Captured by the Japanese in 1941, it was retaken by the US three years later. The military installations on the island are some of the most strategically important US bases in the Pacific.


Guam is a presidential democracy. Guam is a self-governing unincorporated territory of the US.

This Chapter contains rules relative to the application for a Land Use Permit and the conclusion of land Use Permit Agreements in accordance with Chapter 68 of Title 21 CGA. Chapter 68 prescribes that the Director, with the approval of the Governor, is authorized to grant permits for the use of any suitable government real property, not otherwise occupied or in use, and for any lawful purposes. These Regulations specify criteria of eligibility and procedures for permits and agreements.

The purpose of these Rules and Regulations is to provide uniform procedures regulating the disposition of government land in the Astumbo Subdivision as defined in Article 4, Chapter 5, 12 GCA.The Regulations specify eligibility requirements for applications for the purchase of a subdivision lot and establish preferences to be given in the selection of purchasers.

These Regulations contain rules relative to land surveys in Guam.Every land survey must be conducted by a land surveyor duly registered in accordance with 21 GCA Chapter 60, or by persons exempt from registration as provided in said Title. The Rules concern measurements, markings, preservation of records, survey methods and criteria, relationship between the surveyor and client and mapping.

These Rules and Regulations shall govern the disposition of government land by exchange pursuant to the provision of 21 GCA Chapter 75.The exchange shall be carried out by the Chamorro Land Trust Commission. The exchange concerns privately-owned lands that are required by the government of Guam. The Regulations grant the opportunity to owners of such land to apply for exchange instead of cash payment. This Chapter specifies the procedures that shall govern the exchange of government land for privately-owned land.
