Ethnic Kazakhs, a mix of Turkic and Mongol nomadic tribes who migrated to the region by the 13th century, were rarely united as a single nation. The area was conquered by Russia in the 18th century, and Kazakhstan became a Soviet Republic in 1936. Soviet policies reduced the number of ethnic Kazakhs in the 1930s and enabled non-ethnic Kazakhs to outnumber natives. During the 1950s and 1960s agricultural "Virgin Lands" program, Soviet citizens were encouraged to help cultivate Kazakhstan's northern pastures. This influx of immigrants (mostly Russians, but also some other deported nationalities) further skewed the ethnic mixture. Non-Muslim ethnic minorities departed Kazakhstan in large numbers from the mid-1990s through the mid-2000s and a national program has repatriated about a million ethnic Kazakhs back to Kazakhstan. These trends have allowed Kazakhs to become the titular majority again. This dramatic demographic shift has also undermined the previous religious diversity and made the country more than 70% Muslim. Kazakhstan's economy is larger than those of all the other Central Asian states largely due to the country's vast natural resources. Current issues include: developing a cohesive national identity, expanding the development of the country's vast energy resources and exporting them to world markets, diversifying the economy, enhancing Kazakhstan's economic competitiveness, and strengthening relations with neighboring states and foreign powers.

Ministerial Decree No. 240 validating the Regulation on the expropriation (redemption) of land to enlarge protected areas.

This Ministerial Decree establishes the modalities for expropriating (redeeming) land to create or enlarge protected areas and for leasing land in protected areas for research, tourism or recreational purposes. Applicants shall submit the technical and financial documentation for the research, tourism or recreational project and a positive expert opinion of the environmental auditor.

Ministerial Decree No. 1071 validating the maximum size for plots of agricultural land.

This Ministerial Decree validates the maximum size for plots of agricultural land within a single administrative unit (city) that may be allotted: in ownership to citizens of Kazakhstan for farming; to non-public legal persons for agricultural production; and in temporary land tenure to foreigners, stateless persons and foreign legal persons for commercial farming.

Ministerial Decree No. 593 validating the Regulation on state supervision of geodetic and cartographic activity, data collection, reporting and storing information of the National Cartographic and Geodetic Fund.

This Ministerial Decree establishes the modalities of state supervision in the sphere of geodetic and cartographic activities for the purposes of: (a) ensuring compliance with relevant legislative acts and technical requirements; (b) correct mapping of national borders; and (c) keeping the national map of administrative boundaries and updating of changes in the locations and names of geographic objects.

Order No. 72-II-a of the Land Management Agency validating the Regulation on inter-farm land survey procedures to regulate existing land tenure, allotment and establishing boundaries of land plots on site.

This Order establishes that land survey practices shall be carried out either by decision of local executive bodies or by application of the owners of the land plots in question, or by initiative of the territorial bodies of the Land Management Agency. Land surveys shall be carried out in accordance with contracts with the person(s) in possession of the land survey licence, in the following order: (a) preparation; (b) elaboration of land survey project; (c) examination, coordination and validation of land survey documentation; and (d) execution of the land survey.

This Ministerial Decree introduces the following amendments to the Ministerial Decree No. 14 validating the Regulation on the Agency on land resources: (a) item 11 shall acquire a new wording “11. The main functions of the Agency shall be carrying out common state policy in the sphere of land resources, regulation of land relations, geodesy and cartography, land use planning, the state geodetic supervision and the protection of the information related thereto.”
