Kramer Gillin is a geographer based in Portland, Oregon, USA, where he is Senior Advisor for Localization for Mercy Corps.

In his academic work on land tenure and resource governance, he focuses on pastoralism, legal pluralism, land reforms and transition economies, and community-based dispute resolution. His regional focus is Central Asia, especially Tajikistan and Afghanistan.

He has done independent consultancies specializing in thought leadership and articulating strategies and approaches for international development organizations, working in wide range of sectors, including conflict, governance, environment, climate change, COVID response, pastoralism, and land & property.

In his current role at Mercy Corps, he is helping to refine and realize the organization’s commitment—defined by their 10-year strategy—to shift power and decision-making to the communities where Mercy Corps operates.
