Despite the achievement of Constitutional democracy in 1994, 'the land question' is at the heart of South Africa's struggles to overcome the cumulative legacies of nearly 350 years of white minority rule. The emotive quality of land policies evokes painful legacies fuelled by disappointments with the official land reform programme ushered in by the new Constitution of 1996. There is broad agreement that land reform programmes have not fulfilled their aims to significantly redistribute land and productive agrarian capacity, strengthen land tenure for the majority, and settle the restitution claims of victims of land dispossession.

The second round of LAND-at-scale resulted in 24 ideas submitted by 19 Dutch embassies. The LAND-at-scale Committee selected 6 most promising ideas to develop further.

South African Local Government Association logo

South African Local Government Association is an autonomous association of all 257 South African local governments, comprising of a national association, with one national office and nine provincial offices. Membership of the association is voluntary. SALGA accounts to its members in terms of the SALGA Constitution (as amended in 2016) and it’s Governance Framework regulating its structures and mandating processes.

The Centre for Rural Legal Studies (CRLS) was established in 1991 as a non-governmental organisation committed to the redistribution of power and resources in rural areas of the Western, Northern and Eastern Cape provinces of South Africa. The CRLS has developed considerable expertise in training, research and advocacy in the land and labour sectors with a specific gender emphasis.

With the establishment of the African Farmers’ Association of South Africa (AFASA) in Boksburg on 11 and 12 April 2011, developing farmers now have a new, powerful voice.
