Le droit de gestion, sur la terre et les ressources naturelles qu' elle supporte, confère a son titulaire l' autorisation de règlementer les modes d'usage et de transformation des ressources. Il a ainsi le droit de procéder a des améliorations. Mais s'il le désire, être titulaire d'un droit de gestion l'autorise aussi a négliger la ressource sur laquelle ce droit porte.
