La presente Ley tiene por finalidad regular la actividad urbanística en la Comunidad de Castilla y León, que es una función pública que tiene por objeto la ordenación, la transformación, la conservación y el control del uso del suelo, incluidos el subsuelo y el vuelo, y en especial su urbanización y edificación.

El presente Ley tiene como finalidad el establecimiento de un régimen jurídico especial de protección para aquellos espacios naturales que contengan destacados valores ecológicos, paisajísticos, científicos, culturales o educativos, o que sean representativos de los ecosistemas aragoneses, en orden a la conservación de la biodiversidad, y la promoción del desarrollo sostenible de los Espacios Naturales Protegidos, compatibilizando al máximo la conservación de sus valores naturales con el aprovechamiento ordenado de sus recursos y su utilización con fines científicos, educativos, culturales

The Act is formulated in order to improve the living environment for the inhabitant, and to promote a planned and equal development between cities, towns and the rural area. The Ministry of Internal Affair is authorized to deal with urban planning. The Act consists of 87 articles and divided into 8 Chapters. Article 7 defines the terminologies such as general planning, specific planning, priority developing area, etc. Chapter 2 provides for the contents of urban plan, the procedure of amending a plan, procedures of promulgation and implementation.

It is hereby laid down the regional legislative framework in matter of territorial use, management and planning. The overall objective pursued is sustainable development in the management of the regional territory. The Act applies both to the Natural and Environmental System (SNA) of the Region and to urban settlements. The objectives of the regional territorial policy shall be defined in the Regional Structural Framework (QSR) as per article 12. Further programmes shall be adopted by the Provinces and the Communes as regards local level.

The amendments concern the application of provisions of building laws for the protection of landscape. Such provisions shall not apply to areas for which a general or detailed plan is in force. The other amendment prohibits the installing of advertisement constructions, etc. outside areas the planning of which is governed by a detailed plan.

The amendments of the principal Act concern the responsibility of the State to pay compensation for, and in particular for assessment of compensation in the case no settlement can be reached, the assessment of projects and plans on significant adverse effect on the ecological value a site included in, or proposed by the Council of State for inclusion in, the Natura 2000 network. This Regional Legislative Decree approves the Touristic Plan of the Autonomous Region of Madeira. This Plan consists of 3 chapters 2 annexes and 4 maps of the archipelago. In view of the increasing touristic demand this Decree establishes the bases for the territorial management with touristic purposes, describes maximum authorised infrastructures to be created in order to satisfy such demand until 2012.

This Act shall have effect, subject to such exceptions and modifications as may be prescribed, in relation to granting hazardous substances consent for planning authorities. For the purposes of this Act the Secretary of State shall by regulations specify the substances that are hazardous substances, and specify the quantity which is to be the controlled quantity of any such substance. Subject to the provisions of this Act, the presence of a hazardous substance on, over or under land requires the consent of the planning authority (sect. 2).

This Act amends section 41(B) of the Local Government Code of 1991 by substituting it with a new section dealing with election procedures for members of the sangguniang panlalawigan, sangguniang panlungsod, and sangguniang bayan.
