Regulations 2 and 3, and Schedule 1, identify those sites for which the Environment Agency is to be the authority responsible for enforcing the scheme ("special sites").

The general object of this Act is to establish a process for investigating and (where appropriate) remediation of land areas where contamination presents a significant risk of harm to human health or some other aspect of the environment.
