These Regulations, make provision for certain aspects of a new scheme under Part IIA of the Environmental Protection Act 1990 for the remediation of contaminated land in England. Regulations 2 and 3, and Schedule 1, identify those sites for which the Environment Agency is to be the authority responsible for enforcing the scheme ("special sites").
These Regulations make provision for the identification and remediation of contaminated land under Part 2A of the Environmental Protection Act 1990.They identify categories of sites ("special sites"), including land which is contaminated land by radioactive substances in, on or under that land. The general object of this Act is to establish a process for investigating and (where appropriate) remediation of land areas where contamination presents a significant risk of harm to human health or some other aspect of the environment.
This Regulation implements the Contaminated Land Management Act 1997 by providing specifications on record keeping (Part 2) and on site auditors (Part 3). The Regulation is completed by one schedule that contains the model forms prescribed under the Act.
