This Decree, consisting of 4 Chapters, establishes the National Policy on Territorial and Environmental Management of Indigenous Lands (PNGATI).
This Decree amends provisions of Law No. 11.977 on the Programme “Minha Casa, Minha Vida” on land regularization in urban settlements. The amendments deal with the requirements for land use concession and financial aspects related to the regularization of urban settlements.

The Land Parcel Identification System is the national identification system of exclusive state property, to be used in administrative procedures of area payments.
This Decree establishes that land inspection shall be autonomous institution within the State Land Cartographic Committee.
The purpose of this Decree is to improve control over land protection and conservation. The aforesaid control shall be carried out either by state land inspectors or by social land inspectors. The latter shall be volunteers selected from the personnel of local self-government, state institutions and organizations aware of land legislation.
Item 14.1 shall be amended to add the following wording: “Information in the general list and updated list of cadastre value of immovable property shall be classified in accordance with cadastre number, type of immovable property or payer of tax on immovable property with the consideration of the request of local government”.
This Decree establishes the modalities of conclusion of contract for lease of public land and land local government. It contains the modalities of calculation of lease rent, lays down essential provisions inserted in lease contract and model form of lease contract.
The Resolution consists of 66 articles and is divided into 5 Chapters: General stipulations (1); Citizens' land (2); Land belonging to the State, the Municipalities, the Cooperatives and Other juridical persons (3); Distribution of property of farming cooperatives and other organizations established on that basis (4); landownership Authorities (5); Financing (6).
This Decree establishes the modalities of exemption from payment of land tax of afforestation and reforestation areas.
