Article 1 of the above-mentioned Decree rules that a Fund for soil improvement is established over which the Plant Commission has the control. Among other matters, it shall be responsible for the compensation of emergency cases of soil pollution, should the federal contributions be not sufficient. The text consists of 8 articles.
