These Regulations concern the control of operations that may bring about erosion, sedimentation and soil degradation and for this purpose make provision for a system of permits and the approval of Erosion and Sediment Control Plans. The Regulations also provide rules relative to methods of soil-related activities so as to prevent erosion or other degradation of the soil.The Regulations shall apply to a limited range of activities concerning the soil. These activities require a clearing or grading permit. Erosion and Sediment Control Plans shall be submitted by developers to the Guam Environmental Protection Agency. Certain rules concern stabilization and restoration of surfaces.
