This Law provides all standards and official requirements aimed to regulate the system of spatial planning and construction standards, preparation and adoption of spatial planning documents, location conditions, land construction rules and requirements (environmental provisions), issuance of building permits, the type and content of the technical documentation, construction of objects and relationships between participants in the construction, use and removal of buildings, legalization of buildings (administrative and technical), mesures for the mandatory implementation of the Law, jurisdiction and operation of the Chamber of Engineers, and other issues of importance for spatial planning, construction on land and construction of facilities on the territory of the Republic of Srpska (autonomous district of the Bosnian Federation).The Law is divided into 9 Chapters and 199 articles, including all offences and related penalties.

Bosnia and Herzegovina declared sovereignty in October 1991 and independence from the former Yugoslavia on 3 March 1992 after a referendum boycotted by ethnic Serbs.
