    The Law provides rules on different types of protection zones, protected areas, and protection strips, which are specified in laws and other regulatory enactments. Its purpose is to determine the types of protection zones and the functions thereof; the basic principles for the establishment of protection zones; the procedures for the maintenance and control of the condition of protection zones; and restrictions of economic activity in protection zones.

    The Law prescribes the procedures for the completion of land reform in rural areas, as well as the rights of use of land and the property relationship must be adjusted and disputes in issues related to land reform must be examined until the completion thereof. The norms of this Law are applicable, if it has not been specified otherwise in the Law on Completion of State and Local Government Property Privatisation and Utilisation of Privatisation Certificates.

    The study identifies measures that have created property rights in the Danish, Dutch and UK fishery sector. Property in this respect is not considered as an asset in the stock of fish but as a stream of benefits, resulting from the right to fish. The limited access to the fishery by the vessel licence and by the recognition as a commercial fisherman have created two forms of property rights in the Danish fishery. In the Netherlands, the national TACs for the individual species have been transformed into transferable individual quota (ITQs).

    This article outlines how citizenship can be used as a political and theoretical tool by combining 'rights' and 'participation'. Participation in social, economic, cultural and political decision-making provides a more dynamic and active form of rights in which people work together to improve their quality of life. This must reflect the fact that certain types of participation such as 'informal' and/or local political participation are often those in which women take the lead, providing them with a sense of personal power.
