Land management reform has re-emerged as a priority for many African countries and strongly supported by so-called development partners. This time round, a more nuanced theme combining the classic goals of enhancing tenure security, improving investment and productivity of land with those of poverty reduction and equity in land access. Many continue to question the neo-classical premise which perceives customary systems to not provide the necessary security to promote agricultural investment and productivity due to the lack of clearly defined private and enforceable property rights.

The Adja plateau (Benin) is densely populated by tenant and landowner farmers engaged in oil palm based cropping. Landowners use oil palm sap for the production of sodabi (a local spirit), and an oil palm fallow (if no crops are grown beneath the palms) to restore soil fertility. In this area, growing oil palm for its oil is uncommon. Tenants access the land under specific contracts but are not allowed to plant oil palm.

This comparative study highlights that rainfall variability and food insecurity are key drivers for human mobility. The empirical research is based on eight country case studies, including a 1,300 household survey and participatory research sessions involving 2,000 individuals. The results reveal that migration is an important risk management strategy for vulnerable households. Land scarce households trying to cope with food insecurity send migrants during the hunger season to find food or money to buy food.
