    The African Land Policy Centre (ALPC), a joint initiative of the African Union Commission (AUC), the United Nations Economic Commission for Africa (ECA), and the African Development Bank (AfDB) biennially convenes the only African, multi-stakeholder conference on land policy in Africa. The Conference complements existing initiatives such as the annual World Bank Land and Poverty Conference, among others.

    Writers have guest-edited an African Studies Review forum on Understanding Land Deals in Limbo in Africa which examines the contentious politics of incomplete land grabs in Senegal;Tanzania and Zambia. These studies show that even when land deals are cancelled;stalled;downsized;transferred to new owners;or stay dormant and speculative for many years;they can still produce far-reaching consequences that often go unnoticed. The complex interplay of land governance;local political dynamics and capital’s own contradictions can push land deals in different and unexpected directions.

    The present paper was prepared as part of the work programme of food and agriculture for the 1988-1989 biennium. It constitutes element 2.4 on multinational co-operation on livestock development in Africa and it focuses on the performance of the sector in the face of government intervention and the structural adjustment programmes (SAP). The effect of the SAP on the achievement of increased collective self-sufficiency and self-reliance in animal food production and supply was given particular attention.

    Rapid industrial development has become an all pervasive feature of Africa’s e economic and social development strategy. Agricultural development ceased to be an engine of growth, which it was in the fifties when it contributed 63 per cent (directly and indirectly) to the gross domestic product increment. This contribution has declined to JL8 per cent in the past decade (figure derived for 1960-67), and although this figure may be considered as unduly low-' it shows clearly that Africa's economic structure has been fundamentally altered.

    This paper examines the implications for African economies of the possible outcomes from the ongoing agriculture negotiations in the Doha Round. The paper defines scenarios that capture key elements of the modalities negotiations and undertakes simulations using a global dynamic general equilibrium model to examine the impact of multilateral agricultural trade reforms on African economies.
