In Europe and Central Asia, FAO has 53 member countries today, and provides technical support in 18 countries in the Western Balkans, Trans Caucasus, Eastern Europe and Central Asia. Most of these 18 countries have farm structures dominated by smallholders and family farms or dualistic farm structures with many small farms and few large corporate farms (FAO, 2018).Land fragmentation and small farm sizes are a fundamental structural problem resulting in low productivity and competitiveness in the globalized economy (Di Falco et al.

Although only 5 percent of Tajikistan's land area is farmable due to the country's mountainous geography, agriculture accounts for 53 percent of total employment. Among those households that engage in agriculture, almost 90 percent can be classified as small family farms. With 0.2 hectares on average, Tajikistan's smallholders operate on very marginalized farmland which makes it less surprising that on-farm income and income from non-agricultural wages are almost evenly balanced.

Based on regulatory practices in Europe
Manuels et directivesLégislation et politiquesfévrier, 2020Asie central, EuropeLand consolidation is a highly effective land management instrument that allows for the improvement of the structure of agricultural holdings and farms in a country, which increases their economic and social efficiency and brings benefits both to right holders as well as to society in general. Since land consolidation gives mobility to land ownership and other land rights, it may also facilitate the allocation of new areas with specific purposes other than agriculture, such as for public infrastructure or nature protection and restoration.

Though there is considerable scope for improving productivity through bridging the yield gaps and introducing sustainable land management practices. However crop productivity and production pattern varies across scales, mostly driven by irrigation water availability, markets, and

Geographical indication (GI) schemes can play a special role in promoting sustainable rural development, improving farm income and opening new export potential. Natural factors such as soil, climate and plant varieties play a major role in producing a unique product. Usually, GIs comprise knowledge and skills passed on from generation to generation, helping to protect local heritage. This report is a synthesis of the five national reviews of the legal and institutional frameworks in Armenia, Georgia, Kyrgyzstan, the Republic of Moldova, and the Russian Federation.

Secure tenure rights and control over land for women and men farmers are key to boosting smallholder productivity, rural development and food security. However, in many parts of the world, men and women have inadequate access to secure property rights over land. Women are particularly disadvantaged: even though they constitute on average 43 percent of the agricultural labour force in developing countries, women’s ownership of agricultural land remains significantly lower than that of men.
