This report summarizes the results obtained during 1998/99 season related to the socioeconomic research component of Integrated Watershed Development Project in Mihassa. The Project aims at developing sustainable practices of water harvesting and water spreading techniques, under very arid conditions, to produce sustainable increases in the amount of forages, and to improve grazing and range lands available for sheep and goats. In 1989, the Syrian Government established, as a part of this project, Mihassa Research Station, which is located at about 130 km to the northeast of Damascus City.

Localization—the growing economic and political power of cities, provinces, and other sub-national entities—will be one of the most important new trends in the 21st century. Together with accelerating globalization of the world economy, localization could revolutionize prospects for human development or it could lead to chaos and increased human suffering.Improved communications, transportation and falling trade barriers are not only making the world smaller they are also fueling the desire and providing the means for local communities to shape their own future.

This paper aims to describe the state of theart of both water harvesting (WH) andsupplemental irrigation (SI) techniques in the temperate and sub-tropical dry lands, especiallyin the countries of WANA that are characterized by a Mediterranean-type climate. In addition, three case studies of water harvesting are presented (see annex). These were selected from the case studies presented at the FAO Expert Consultation Cairo (1994). By sharing with us the success and the failure of these endeavors, the authors of the case studies illustrate many of the points that are made in the text.
