    Moldova

    Since 1991, Moldova has carried out a wide range of radical reforms affecting its social and economic system. The land reform, which was practically completed in 2000, created over 1 million landowners among the rural population. Many of them entrusted their land to managers of newly created corporate farms. Others used their privately owned land to establish independent family farms. The creation of independent family farms (so-called "peasant farms") was one of the primary goals of the land reform.

    This Regional Law regulates land relations within the framework of plenary powers transferred to the regional executive bodies by the federal legislation. Regional Government shall perform the following plenary powers: (a) decision-making related to expropriation, including bailout, in cases envisaged by acting legislation; (b) land reclamation; (c) modalities of calculation of land lease and land rent payment for public land pertaining to regional ownership; (d) validation of cadastre land evaluation; and (e) application of land use restrictions.

    This Order sets forth the provisions for organization of nature reserve (Annex 1), biosphere reserve (Annex 2), national park (Annex 3), landscape park (Annex 4) and protection of the territory of the aforesaid protected areas. It defines the tasks, content, procedure for the development, approval and implementation of the Project for the organization of the territory of the aforesaid protected areas and the protection of their natural complexes. The afore-mentioned requirements shall be mandatory in the process of development, approval and implementation of the land-use planning project.

    This brief explores the reform of land tenure institutions which re-emerged in the 1990s, and asks if these reforms are any more gender sensitive than those of the past?The paper highlights that a focus of the recent reforms has been on land titling, designed to promote security of tenure and stimulate land markets. The reforms have often been driven by domestic and external neoliberal coalitions, with funding from global and regional organisations which have argued that private property rights are essential for a dynamic agricultural sector.

    Objective scientific characteristics of present reclamation systems of Belarus have been done. Structure of reclamation lands has been analyzed. Distribution of reclaimed lands according to the types of irrigation and drainage systems has been presented. Reasons of insufficient usage of reclamation systems have been discovered. Mistakes that had been made on large-scale reclamation building have been estimated. Review of realization of the Republican programme “Preservation and usage of reclaimed lands” for 2001-2005 has been made.

    Land has had a crucial role in the rural-nationalist ideology, especially with respect to its scarcity. In this ideology the land itself embodies a symbolic meaning which could be referred to as the "national mother-earth" which must be protected from aliens. This was the reason why the governments of the ECE candidate countries asked and received a period of 7-12 years exemption from EU rules with respect to the free movement of capital for the purpose of purchasing agricultural land.
