    This paper presents the construction of a 1996 regionalized Social Accounting Matrix (SAM) for Mexico. The SAM differentiates production across five regions, four rural and a fifth "national" urban region. The rural regions are differentiated by their agricultural production technologies. There are three households in each region, disaggregated by income level, so that the SAM can be used in studies of income distribution.

    Water and watersheds are difficult to separate for management purposes. Providing irrigation as a supplement to rainfall for crop production requires considerable collective action at the watershed level to mobilize labor and other resources, as well as to make decisions and implement the distribution of benefits. Small-scale water harvesting irrigation systems in Mexico have endured for centuries.

    Uncertainty and risk are characteristics inherent in agricultural activities, and one of the main sources of risk is weather. Because agriculture depends heavily on rainfall, it is sensitive to weather changes. Agriculture is also vulnerable to extreme weather events; floods, droughts, and frosts cause both production and capital losses. Approximately 98 percent of the catastrophic risk to agriculture in Mexico stems from two types of weather events: droughts (accounting for 80 percent) and cyclones (accounting for 18 percent).

    In August 1997 the Mexican government introduced a key component of its overall development and poverty alleviation strategy, the PROGRESA program, in the most marginal rural areas of the country. The expansion of the program across localities took place in phases. By the final phase 11 of the program in early 2000, the program included nearly 2.6 million families in 72,345 localities in all 31 states. This constitutes around 40% of all rural families and one ninth of all families in Mexico.

    In early 1998, the International Food Policy Research Institute (IFPRI) was asked to assist the PROGRESA administration to “determine if PROGRESA is functioning in practice as it is intended to by design.” PROGRESA is one of the major programs of the Mexican government aimed at developing the human capital of poor households. Targeting its benefits directly to the population in extreme poverty in rural areas, it aims to alleviate current poverty through monetary and in-kind benefits, as well as reduce future levels of poverty by encouraging investments in education, health and nutrition.

    The United Nations declared 2014 the International Year of Family Farming. Although many forms of production were once family-based, agriculture is now one of the few that are still dominated by families. Because family farms are so prevalent, making them more productive could help combat poverty and hunger in many rural areas around the world. Family farms are mostly small in scale, but they are highly diverse in other ways, and their pathways out of poverty will vary.

    By 2050, climate change is likely to reduce maize production globally by 3–10 percent and wheat production in developing countries by 29–34 percent. Even without climate change, the real costs of wheat and maize will increase by 60 percent between 2000 and 2050; climate change could make the figure substantially greater. Food security, despite the above, may be possible if agricultural systems are transformed through improved seed, fertilizer, land use, and governance.
