    This paper is one of three thematic case studies resulting from a set of pilot projects undertaken jointly by civil society and private business partners from 2016–2019 in five countries in sub-Saharan Africa. These pilots sought to test how private companies could collaborate with civil society organisations and other stakeholders to implement responsible agribusiness investments that recognise and respect community land rights, and to develop innovative tools and approaches that could be adopted and implemented at greater scale.

    Land degradation and desertification are among the biggest environmental challenges of our time. In the last 40 years, we lost nearly a third of the world’s arable farmland due to erosion, just as the number of people to be fed from it almost doubled. That’s why the UN General Assembly declared 2015 as the International Year of Soils. And the good news is that this new report shows that while Africa remains the most severely a«ected region, the benefit of taking action across the continent outweighs the cost of implementing it: not just by a little, but by a factor of seven.

    In recent years, numerous companies have made commitments to better recognize and respect land rights throughout their supply chains. For Illovo Sugar Africa ("Illovo"), Africa’s largest producer of sugar, this entailed committing to "zero tolerance for land grabs," as well as adopting its Group Guidelines on Land and Land Rights ("Guidelines") and Road Map on Land Rights ("Road Map").

    Irrigation development in Sub-Saharan Africa has lagged significantly behind that in other developing countries. Consequently, economic development and food security are also lagging behind. Since the mid-2000s there has been a resurgence in the willingness to invest in irrigation, and Sub-Saharan Africa has the largest potential of any developing region to benefit from it. However, to gain from new investment in irrigation without repeating past failures, it is critical to develop a business model for small-scale irrigation schemes.

    This case study draws on research that investigated the financial sustainability of cities in the Southern African region. The research was undertaken by the South African Cities Network (SACN). The project was jointly sponsored by the Public Private Infrastructure Advisory Facility and the World Bank. The contribution by SACN of the material for this document is gratefully acknowledged. The learning material presents an outline of the many challenges of financial sustainability and effective service delivery facing Southern African cities.
