This is our Final Report. It differs markedly from our Interim Report in structure and content layout as a direct result of the manner in which the government received our Interim Report. This change of strategy on our part, amongst other imperatives, is a full acknowledgement that the government is entitled to demand of us a Final Report of a kind that suits its purposes. However we do have a duty to report the truth as we discovered the truth through our investigations, in the context of our own experiences as well as offer best options on the way forward.

Agriculture around the world is one of the industries most affected by, and faced with responsibility to mitigate, climate change. Through improvements in technology and efficiency as well as changes to land use management, agriculture can make an important contribution to meeting global commitments such as the Paris agreement or the Sustainable Development Goals. Yet international carbon markets have not resulted in sufficiently high financial returns to motivate the full potential of land sector changes in Australia and globally.

Monitoring of irrigated land cover is important for both resource managers and farmers. An operational approach is presented to use the satellite-derived surface temperature and vegetation cover in order to distinguish between irrigated and non-irrigated land. Using an iterative thresholding procedure to minimize within-class variance, the bilevel segmentation of surface temperature and vegetation cover was achieved for each irrigation period (Spring, Summer and Autumn).

Aotearoa—New Zealand (NZ) is internationally renowned for picturesque landscapes and agricultural products. Agricultural intensification has been economically beneficial to NZ but has implications for its clean green image. Contaminated waterways, high carbon emissions, and extensive soil erosion demonstrate the downside of high stocking rates and land clearing. Transformative farming systems are required to address the challenge of balancing production with the environment.
