This paper attempts to summarize available knowledge, and identify the gaps in that knowledge, on marine fisheries and fishery resources in the Bay of Bengal region. It provides information on Bangladesh, Burma, India, Indonesia, Maldives, Malaysia, Sri Lanka and Thailand—their marine fisheries, fishery resources, status of important stocks, etc.

The "Ruhuna Basins" defined for this case study encompass three of the main rivers that flow through ancient Ruhuna, including the longest and most important river in the region, Walawe. The Ruhuna basins are important in the broader Sri Lankan context, the basin being the location of a major hydropower plant, irrigation schemes that make a significant contribution to national food production, and important nature reserves.

Although irrigation projects often provide water for more than crop irrigation, water allocation and management decisions often do not account for nonirrigation uses of water. Failure to account for the multiple uses of irrigation water may result in inefficient and inequitable water allocation decisions. Decision-makers often lack information on the relative economic contributions of water in irrigation and nonirrigation uses. This report addresses this problem.

This paper discusses methodologies applied in the Deduru Oya river basin, the basin selected from Sri Lanka for the regional study on the development of effective water management institutions. The study was funded by the Asian Development Bank (ADB) to assist the five countries, Indonesia, the Philippines, Nepal, China and Sri Lanka to work out methodologies and develop effective water management institutions (ADB-RETA 5812). The Deduru Oya basin in which the empirical studies were carried out is located in the northwestern province of Sri Lanka.
