    This report titled Land in India: Issues and Debates is part of an initiative under the aegis of India Land & Development Conference (ILDC) which has a long-term objective of bringing out an annual Status of Land in India volume. This report is a modest beginning in that direction by drawing on the works of ILDC partners to present a quick over view of some of the key developments and debates in India’s land sector. The report brings together 11key issues which currently engage the minds of the policy makers and researchers in India.

    The Technical Guide on Pastoralism builds on a number of initiatives and studies from recent years that have shone a light on pastoral governance and land tenure: on the inherent challenges pastoralists face, the shortcomings of governments in securing pastoral tenure, and the emerging examples of success and progress from around the world. This Technical Guide provides solutions to securing pastoral governance and tenure without undermining the inherent, necessary complexity of customary arrang ements.

    Available evidence indicates that pastoral destitution in Ethiopia is principally driven by feed and water scarcity. Feed resources ought to be considered in the broader perspective and not predominantly during emergency as is the case now. Feed inventory and balance is therefore requisite such that the country is aware of its needs, resource availability, gaps, implications and how the gap can be filled within the country. This will make feed interventions in the country effective in the immediate, medium and long term as well as provide solutions for replication in the region.

    In many countries, pastoralism has historically been practiced in areas that are now partitioned by international boundaries. This is a major barrier to sustainable resource management and to pastoral development. However, there are examples from around the world of efforts to facilitate transboundary movements and transboundary ecosystem management by pastoralists. This report examines how pastoral mobility has been impacted by the creation of unnatural boundaries within their landscapes and how societies cope with these constraints through legal or informal arrangements.

    Over ten million people have been displaced from protected areas by conservation projects. Forced displacement in developing countries is a major obstacle to reducing poverty. It should no longer be considered a mainstream strategy for conservation and only applied in extreme cases following international standards.

    Through the analysis of newspaper articles and a survey of journalists, this publication identifies gaps and highlights differences in how the media portray pastoralism in Kenya, China and India. In discussing their methodology, the authors note that their reliance on national, English-language publications meant that they were not able to include data from vernacular language press in pastoral regions.Although able to make significant contributions to food security, livelihoods and economic prosperity, the benefits of pastoralism often go unnoticed.

    This PFS training Manual is designed for use by Master Trainers (MTs) during the training of facilitators course. Each lesson/topic is complete in itself detailing the preparations to be made, the materials to be kept handy, the core message to be communicated, and the methods that can be used in communicating the messages. A few sessions may require the presence of a technical person as co-facilitator, but the rest can be handled by any person who has been trained as a PFS Master Trainer.

    The International Fund for Agricultural Development (IFAD) and the Food and Agriculture Organization of the United Nations (FAO) have a history of engagement in pastoral development which is likely to continue. In the face of growing challenges posed by climate change, as well as new economic and political realities, pastoralism offers a production system that prospers in landscapes where other livelihood systems are either at their limit or require large investments. The sector is highly relevant to the fundamental goals and strategic frameworks of both agencies.

    This paper represents part of an area of work which analyses the linkages between rights to land and water. An initial scoping paper explored the interface between land and water rights (LSP Working Paper 10: Hodgson, S. (2004). “Land and water – the rights interface”). It is complemented by two regional analyses: this Working Paper and LSP Working Paper 25: IIED. (2006). “Land and water rights in the Sahel: Tenure challenges of improving access to water for agriculture”.
