    Women have largely been excluded from the ownership and control of land in Pakistan, which is the single most important source of income and status in the agricultural economy. This systematic exclusion stems from multiple factors at both the policy and societal level, which include multiple and contradictory sources of law that fail to resolve the issue of women’s right to property as well as cultural bias and discriminatory practices that arise from the prevalent male-dominant mindset in rural areas.

    ‘A Guide on Land and Property Rights in Pakistan’ was designed and prepared to facilitate the basic understanding of the complex principles of the Pakistani land and revenue administration system. The first edition, printed in December 2011, was warmly received by lawyers, national civil society organisations, community leaders, local authorities, donor agencies, and international affairs organisations, engaged in relief, rehabilitation, development or other similar works that necessitate some basic understanding of the land administration system in Pakistan.

    Women’s land ownership and control have important connections with their empowerment in Pakistan’s agricultural context. However, the link between these has largely remained unexplored; and there has been negligible research to determine how many women own or control land in Pakistan. The Sustainable Development Policy Institute (SDPI) carried out a multiple pronged research in 2007-09 to fill this knowledge gap and to examine the causality behind women’s land ownership and empowerment.

    The Law and the Constitution of Pakistan under Article 23, allow the citizens of Pakistan equal rights to acquire, hold, own and dispose of property, but reserve the right to intervene in the property rights if the ownership or disposal of property clash with what is perceived to be the broader public interest. The State is also responsible for providing protection to its citizens.

    This study deals with the women’s right to land ownership. Economic Transformation Initiative, Gilgit-Baltistan (ETI-GB), an ambitious program supported by International Fund for Agricultural Development United Nation (IFAD, UN), aims to reduced poverty and increase income through agricultural development. Strengthen land reforms through land development is one of the core component in the program. This is a pioneer project undergoing in the region. It has been anticipated that this project is a significant development when it comes to land reforms and land policies in GB.

    This double issue of Unasylva aims to tease out the complex interrelationship between forests, trees and disasters, and to examine the ways in which forests and trees can best be managed both to resist shocks and to protect from shocks. Forests and trees can act as natural buffers against disasters and shocks. They have a powerful role to play in protecting against disasters and in reducing their impact. Indeed, the long-term perspective implicit in sustainable forest management is also a valuable approach to planning for disaster risk reduction.
