Facing problems of land, natural resources and environment, Sahelian governments have become increasingly aware that solutions must be sought first among local communities. These communities, in association with government at local and national levels, should be responsible for land and natural resource management. This chapter discusses recent land tenure and environmental management developments as they have occurred in Mali.

The first four years of the 1990s indicate that African economies have grown by a mere 1.5 per cent per annum worse than during the "lost decade" of the 1980s when Africa's economic annual growth rate was on average 1.8 per cent during the period 1980-1990. This growth is barely half of the rate of growth of Africa's population and is well below the annual average growth target of 4 per cent set by the World Food Conference in 1974, and still worse than the 6 per cent set in the United Nations New Agenda for the Development of Africa in the 1990s.
Soil protection is the state problem since correct and rational use of all types of soil, including barren soil, saline soils, swamped soil, alkali soil and aqueous soil are the main reserve of dynamic development of agriculture and of the national economy as a whole. The purpose of the present Law is to ensure the integrity of soil surface, conservation thereof and rise of soil fertility, to establish the rights and the duties of landholders, landowners and the state in the field of soil protection and setting up conditions for ecological production. The Law consists of 11 Articles.
The Agricultural Perspective Plan (APP) is a national strategy with a cross-sectoral approach with a duration of twenty years (1995-2015). Its goal is to add two percentage points to the country’s agricultural growth which would expand per capita agricultural growth sixfold, from its current 0.5% to 3% per year. The APP strategy is based on the acceleration of the agricultural growth rate sufficiently to obtrain strong multiplier effect on growth in employment, both in agriculture itself and in nonagricultural sectors.

La Ley establece que determinados proyectos o actividades solo podrán ejecutarse o modificarse previa su evaluación del impacto ambiental (EIA), correspondiendo a la Comisión Regional o Nacional del Medio Ambiente la administración del sistema de EIA, así como la coordinación de los organismos del Estado involucrados en la obtención de los permisos o pronunciamientos.

"The objectives of this Law are as follows:
a.to implement the Mineral Resources Policy of the Government;
b.to fulfil the domestic requirements and to increase export by producing more mineral products;
c.to promote development of local and foreign investment in respect of mineral resources;
To provide for the restitution of rights in land to persons or communities dispossessed of such rights after 19 June 1913 as a result of past racially discriminatory laws or practices; to establish a Commission on Restitution of Land
Rights and a Land Claims Court; and to provide for matters connected therewith.

Five themes are identified for social, economic and policy research relating to miombo woodland management in southern Africa. They are: (1) patterns of local institutional change; (2) household use of woodland products; (3) markets for woodland products; (4) longer term dimensions to woodland use and exploitation and (5) policy and legislation. These themes are by no means definitive or exhaustive, but are described here as a means of focusing on the scope of future research, and as a basis for identifying priorities.
