    This Act consists of 44 sections divided into 3 Parts. It regulates livestock and agricultural operations. It includes regulations for spreading manure or compost for all livestock operations in Alberta. The manure spreading regulations include requirements for manure incorporation, soil nitrogen and salinity limits, setback distances, record keeping and soil testing. The Natural Resources Conservation Board is responsible for the inspection, approval and authorization of livestock operations (for example seasonal feeding and bedding sites) and manure application.

    The analysis of `ambiguous lands' and the people who inhabit them is most revealing for understanding environmental deterioration in Thailand. `Ambiguous lands' are those which are legally owned by the state, but are used and cultivated by local people. Land with an ambiguous property status attracts many different actors: villagers hungry for unoccupied arable lands in the frontiers; government departments looking for new project sites; and conservation agencies searching for new areas to be protected.

A local civil society organisation, the Akhil Bhartiya Samaj Sewa Sansthan (ABSSS) has adopted a multi-pronged approach to simultaneously address three sets of issues which it felt were crucial for improving the lot of the Kols.

    The objective of the research that this policy brief reports on is to analyse different mechanisms of access to land for the rural poor in an era when redistribution through expropriative land reform is largely inconsistent with the forces of political economy. The roads of access to land which are explored are intra-family transfers, access through community membership, land sales and rental markets, and government programmes including decollectivisation and land-market assisted land reform.
