   Land rights are fundamental sources of tension in Liberia, so transparency about land information is both essential and highly politicized. The Truth and Reconciliation Commission and other scholars have documented land conflict as one of the major causes of the 14 year civil conflict (1989-2003) in Liberia, rooted in the country’s formation in the 19th Century as a land divided by indigenous peoples and freed slaves settling from the United States.

   Land access is becoming a crucial issue in many African contexts, where groups and individuals are coping with land scarcity and increasing competition over resources.    Access to land is crucial for food systems to address the challenges caused by habitat and biodiversity loss, land and water degradation, and greenhouse gas emissions. Sustainable food production requires land security upstream for agricultural production. Land security emanates from the land law implemented in-country by government policy. In the span of a decade (2007–2017), three different land reforms have been adopted in Benin.

   The government of Benin in 2013 decided upon a centralized land administration, with the purpose of recording the entire national territory in one land administration system to promote durable economic development by increasing legal certainty in real estate transactions. This is a major challenge, given that currently, of the estimated 5 million cadastral parcels, less than 60,000 parcels have a land title and are registered in the national land administration agency’s central database.

   This article argues that while we know that the demand for land and natural resources has significantly accelerated in the last decade;it remains very difficult to gauge the exact size of the land rush. Many studies that look into how much land is affected give vastly diverging numbers. Local elites and diaspora investors are known for controlling large areas in their home countries and their activities tend to be even less transparent than those of international investors. Many studies choose not to include domestic investors.

   This 2018 Article IV Consultation highlights that Mali’s economic recovery continued in 2017 amid persistent security challenges. GDP growth remained robust, at an estimated 5.3 percent supported by good harvests and robust domestic demand. Inflation was subdued, remaining well below the regional ceiling. The 2017 fiscal outturn and the 2018 budget are in line with the program targets and the goal of converging to the West African Economic and Monetary Union’s regional fiscal deficit norm of 3 percent of GDP by 2019.
