    In contrast to most Latin American countries with high land concentration, 1 Guatemala has been unwilling to consider re-distributive agrarian reform.2 One alternative proposed, therefore, for improving access to land for the rural poor is to make the land market more accessible. The following sections will describe Guatemala’s agrarian structure and land market, and assess the various land market programs implemented in Guatemala since the 1950s, focusing mainly on those undertaken in the 1980s and 90s.

However, these have been changed to accommodate the interests of the policymakers and senior council management. These new changes have opened the system to manipulation of town planning regulations. The Harare Residents’ Trust (HRT) is sharing these steps in the public interest. Several residents have lost their money through corruption involving officials, Councillors, land barons and real estate agencies who sometimes pocket money that they do not deserve.

    Displacement Solutions was approached and commissioned by DFID to carry out research on the housing, land and property rights issues arising from the reconstruction process, with an emphasis on the planned relocation aspects thereof. Displacement Solutions undertook a three-person mission to Nepal in November 2018 during which time extensive interviews were carried out, field visits made, and film footage taken for the production of a short documentary film which has since been completed.

    Cornell International Law Journal: Vol. 50 : No. 1 , Article 2 Kazakhstan ranks consistently low on measures of property rights protection and the rule of law more generally.1 Echoing these evaluations, existing literature emphasizes the degree to which informal institutions shape property relations in personalist, authoritarian regimes, like Kazakhstan. The expectation is that formal institutions like law and courts fail to restrain or otherwise influence state agents’ rent-seeking behavior. In effect, they serve primarily as ornamentation.

    In Afghanistan, insecurity over land and water rights hampers investments in food production and irrigation. In rural areas, customary tenure systems, partly based on religious law, are the most relevant but suffer from weak recognition and offer little protection to rights holders. The land policy reform is on-going but remains slow. Moreover, land administration capacity is weak and improvements mostly take place in urban areas. In this context, land disputes are common and often violent.

    While there is no right to land codified in international human rights law, the Convention for the Elimination of All forms of Discrimination against Women (CEDAW), provides for women’s right to own and inherit property without discrimination on the basis of sex. Afghanistan ratified CEDAW in 2003, without reservations. CEDAW (Article 14) also calls for rural women to have equal access to economic opportunities, to credit and loans, social security programs, and to adequate living conditions, including access to housing.
