Rapports et recherchesavril, 2019Afrique, Kenya, Mozambique, Sénégal, IndeIn October 2016, women farmers from 22 countries across Africa climbed the peak of Mount Kilimanjaro to claim women’s rights for access to and control over land and natural resources. This event coincided with the launch of a campaign of the African Land Policy Centre (ALPC) to reach the target of having 30 percent of all registered land in the name of women by 2025 and to embed women’s land rights into the targets of the Sustainable Development Goals (SDGs).

While economic activity remains buoyant, however, the country still has a long way to go. The government must capitalise on the current economic momentum and use it to accelerate its reform agenda. One of the areas requiring regulatory attention is the property market. Despite a push for reform through the Digital India Land Records Modernization Programme (DILRMP), India’s current land title system remains plagued with deficiencies.

However, little attention has been devoted to fact that, in the longer term, the measures used to implement land reforms could negatively affect productivity. Use of state level data on rental restrictions, together with a nationally representative survey from India, suggests that, contrary to original intentions, rental restrictions negatively affect productivity and equity.

Rapports et recherchesDocuments de politique et mémoiresaoût, 2007Inde, Asie méridionaleAlthough opinions on impacts of land market transfers are sharply divided, few studies explore the welfare and productivity effects of land markets on a larger scale. This paper uses a large Indian panel spanning almost 20 years, together with a climatic shock (rainfall) indicator, to assess the productivity and equity effects of market-mediated land transfers (sale and purchase) compared with non-market ones (inheritance). The analysis shows that frequent shocks increase land market activity, an effect that is mitigated by the presence of safety nets and banks.
