    The nature conservation regimes of post-socialist EU countries are multi-layered, consisting of initial components established before Socialism, reinforced and solidified during Socialist period, and changes brought about by the democratic transition. For nature conservation, the transition to democracy led to new political and legal frameworks, the re-allocation of resources and land tenure changes, which Central Eastern European countries approached differently.

    The article considers the role and importance of the borderline position of the Belarusian-Lithuanian region, which influences the transformation processes of territorial structures. Particular attention is paid to the areas of coordinated activities on the formation and functioning of transboundary protected natural areas, as well as spatial planning activities for the sustainable use of their constituent natural complexes. The resulted results of researches are received within the limits of realization in 2014-2015.

    The National Policy on Forests developed by the Ministry of Environmental Protection, Natural Resources and Forestry is a nation-wide sectoral document for designating the complex of actions shaping relations between humankind and forests, with the aim of preserving the conditions for the indefinite maintenance of the multi-functionality of forests, their multi-faceted utility and protection and their role in the shaping of the natural environment, in line with the present and future expectations of society.

    This paper presents the results of an analysis of the changes in the fragmentation and ecological stability of the floodplain forest geobiocoenoses in the Protected Landscape Area Litovelske Pomoravi, Czech Republic. Using GIS methods, it was determined that the fragmentation within the study area had increased slightly and the ecological stability of the landscape had decreased slightly between the years 1938 and 2006, although the latter remained on a fairly high level.

    This Governmental Decree classifies areas of state natural parks in three categories: (a) protected; (b) ecologically stabilizing; (c) tourist and recreational; and (d) area of limited economic activity. Any activity causing deterioration and exhaustion of natural resources and objects and also violating different protection regimes shall be prohibited on the territory of state natural parks.

    This Regional Law establishes plenary powers and jurisdictional competence of state bodies and local government in the sphere of land relations. Regional Government shall be responsible for management of public land plots and also of land plots with undelimited ownership, expropriation of land for public needs, application of public servitude and application to land areas the status of protected areas.

    This Regional Law regulates relations in the sphere of organization, conservation, protection and functioning of protected areas of regional significance for the purpose of conservation of natural resources potential, healthcare, tourist and recreational resources, landscape and biological diversity, and promotion of ecological education of the population. Regional protected areas shall be classified as follows: (a) natural parks; (b) state nature reserves; (c) nature monuments; (d) dendrological parks and botanical gardens; and (e) healthcare areas and health resorts.

    This Regional Law regulates relations on land tenure and protection of land. Regional Legislative assembly shall have the following competence in the sphere of land protection: (a) reserve land, also through buyout of land plots, for public and municipal needs; (b) proclamation of protected areas; (c) establishment of minimum and maximum dimensions of land plots of public land allotted for agricultural purposes, farming, horticulture and stockbreeding; (d) establishment of cases of gratuitous allotment of public and municipal land to natural and legal persons (art. 2).

    This Decree establishes the modalities of estimate and calculation of rates of permissible impact on protected areas in the process of performance of tourism, recreational and healthcare activities. The scope of determination of rates of permissible impact shall be conservation of ecosystems, biological diversity and landscape diversity of protected areas. The aforesiad rates shall be established by the Ministry of Natural Resources and Environmental Protection at the suggestion of state bodies managing protected areas.
