    These Regulations, together with a number of other statutory instruments made at the same time, establish a new procedure for referred applications and appeals in Wales ("referred applications" are applications for planning permission, listed building consent, conservation area consent and hazardous substances consent referred to the Welsh Ministers for determination.

    These Regulations make provision for the selection, designation, registration and notification of sites to be protected under the Council Directive 92/43/EEC on the conservation of natural habitats and of wild fauna and flora. These Regulations also implement aspects of the Marine and Coastal Access Act 2009. They make provision in respect of European sites for: (a) control of damaging operations caused by human activity; (b) special nature conservation orders and restoration orders; (c) byelaws of the appropriate nature conservation body; and (d) compulsory acquisition.

    Forest and landscape restoration is a key issue in the ongoing discussions at the Paris Climate Change Conference, convened to broker a game-changing agreement on climate change. On a planet where the mark of human activity is almost ubiquitous, restoration is by necessity a concept that has to take into account human well-being and ongoing change. In addition, in order to succeed in the long term, forest and landscape restoration initiatives will need to successfully engage a range of stakeholders, from policy-makers to local communities and from governments to private actors.

It prescribes procedures for the preparation and adoption of planning instruments and concerns various matters relating to planning and development such as compensation and the acquisition and appropriation of land for planning purposes.

    This Act makes provision for the adoption of planning instruments in Scotland such as the National Planning Framework, strategic development planning and local development plans. Provisions of this Act also concern, among other things: planning permission in respect of operation of marine fish farm, National Scenic Areas, development in national parks, consultation with the Scottish Environment Protection Agency, Tree Preservation Orders and the carrying out of an environmental assessment.

    These Regulations amend the principal Regulations which provide for payment to eligible persons who, in respect of an area of eligible land, undertake not to use such land for a period of at least twenty years and to manage the land with the objective of establishing an area of salt-marsh in accordance with prescribed management requirements. They amend the rate of payment of aid to beneficiaries in respect of land which was permanent grassland at the start of the management period.
