    This paper is concerned with understanding cattle production in Zimbabwe's Communal Lands, in so-called communal farming systems. Although commercial offtake from Zimbabwe's communal cattle herd is low, communal farmers are productive and rational in their cattle herd management. The economic rationale for cattle ownership is firstly to provide draught power and manure for tillage and secondly to provide milk and meat for local consumption, although the role of livestock in the farming system varies significantly from one part of Zimbabwe to another.

    Summarizes recent research (to 1991) on rural land markets in the Latin America and Caribbean (LAC) region and on the relationship between this research and broader land tenure issues. The purpose of the project that prompted this paper was to carry out cross-country and longitudinal research on land tenure issues in the LAC region so as to provide an instructive and informative analysis of how tenure patterns affect economic, rural development, and environmental issues.

    This paper employs an historical analysis to consider some of the consequences of conflicting resource use and political friction on resource exploitation within and outside Turkana District during this century. Given this historical context, development alternatives tested to ameliorate food insecurity are reviewed.The article proposes that the stage for political conflicts, environmental degradation and food insecurity within the region was set decades ago.

    This article discusses the history of land reform in Namibia. The article indicates that at the time of writing (September 1991), it is still too early to comment on the implementation of land reform in Namibia, as it has not yet begun in earnest. Land policy has yet to be detailed and ratified, the institutions for implementing land reform and settlement programmes have to be appointed and in some cases created de novo, and large sums of money have to be found.

    Environmental policy should be inspired by the recognition that the environment is everyone’s business; all social actors must be involved in environmental management. Policies that implicitly subsidize a wasteful and environmentally destructive use of resources are pervasive: reforms should command a high priority on economic as well as environmental grounds. Compared to regulation, market-based instruments are little used but they can be more efficient; they can also produce revenues to finance environmental improvements.

    This paper reviews the process of agricultural policy reforms in Morocco in the 1980's, with particular emphasis on the cereals and sugar sub-sectors. Agricultural policy is reviewed in historical perspective, to show that the liberalisation process which was proposed in the framework of structural adjustment reforms ran contrary to the agricultural development strategy followed by Morocco since Independence. The macro-economic performance of Morocco is examined. It shows that the origin of the economic policy reforms can be found in the necessity to seek balance of payment ssupport.

    Working on the premise that in the 21st century there may be two or three times the human population than at the time of writing, this paper explores the concept of sustainable livelihoods. The analysis points to priorities for policy and research, including pricing and taxing policies for the rich that would reduce environmental demand, and further research into small farming systems, local economies and factors influencing migration.

    Structural adjustment, liberalisation and the pressures of technological change are having major impact on the institutional organisation of the agro-industrial sector. In industrialised countries, the private sector is positioned to play the vanguard role in the next generation of agricultural technologies. Thus, the ability to promote and sustain new patterns of co-operation in research and development between the private and the public sectors will be a key determinant of future patterns of competitiveness.

    Such is the vagary of rainfall throughout Africa's rangelands that almost all pastoral communities face cycles of good and hardship years. During good years herders increase and diversify their herds, whilst consecutive hardship years or `pastoral drought,' human and livestock disease, or livestock theft may result in large livestock losses and the consequent temporary collapse of household food production.
