    Over the coming decades, global change will have an impact on food and water security in significant and highly uncertain ways, and there are strong indications that developing countries will bear the brunt of the adverse consequences, particularly from climate change. This is largely because poverty levels are high, and developing-country capacity to adapt to global change is weak.

    This paper analyzes the vulnerability of South African farmers to climate change and variability by developing a vulnerability index and comparing vulnerability indicators across the nine provinces of the country. Nineteen environmental and socio-economic indicators are identified to reflect the three components of vulnerability: exposure, sensitivity, and adaptive capacity. The results of the study show that the region’s most vulnerable to climate change and variability also have a higher capacity to adapt to climate change.

    Southern African Agriculture and Climate Change: A Comprehensive Analysis examines the food security threats facing eight of the countries that make up southern Africa — Botswana, Lesotho, Malawi, Mozambique, South Africa, Swaziland, Zambia, and Zimbabwe — and explores how climate change will increase the efforts needed to achieve sustainable food security throughout the region. Southern Africa’s population is expected to grow at least through mid-century. The region will also see income growth.

    Migration, AIDS epidemics, and urban food security, interact in complex ways that are little researched and understood in the Southern and Eastern African context. To date, research on urban food security has been concerned with urban systems of acquisition and production, with an emphasis on the informal sector and more recently on urban agriculture. Much less attention has been paid to linkages and food chains between rural and urban areas and the degree to which they are embedded within systems of migration.

    A wide range of issues are captured and reiterated in the 12 briefs contained in this collection. These include: the prevalence and importance of customary tenure; the prevalence and importance of common property arrangements; constraints to women’s access under both customary and statutory tenure; the need to secure common property and other forms of tenure; and the importance of broad based participation to secure broad consensus among multiple actors in order to enhance the efficiency, equity and sustainability objectives of land tenure reforms.

    Before 1994 the policy of apartheid in South Africa had systematically denied the majority of the population access to resources through legal restrictions on mobility, property rights, and residential location (Thompson 1990). South African industry fulfilled labor requirements in key industries largely using migrant laborers—mostly men—who worked in one place while their families resided elsewhere.

    This paper analyzes the effects of climate change on hydrology and water resources in the Limpopo River Basin of Southern Africa, using a semidistributed hydrological model and the Water Simulation Module of the International Model for Policy Analysis of Agricultural Commodities and Trade (IMPACT). The analysis focuses on the effects of climate change on hydrology and irrigation in parts of the four riparian countries within the basin: Botswana, Mozambique, South Africa, and Zimbabwe.

    This report addresses the impact of rising smallholder incomes on local non-agricultural development in the Eastern Cape of South Africa. It determines how increased rural incomes are spent on a mix of goods and services, and debates the implications of these spending patterns for growth in rural areas through the alleviation of demand constraints. These results make it possible to identify areas of intervention necessary for sustaining growth originating from stimulus to tradable agriculture from economic reforms.
