This Act aims to auhtorize the granting by the Crown of land at Northcote to the Aborigines Advancement League Incorporated. Section 6 stipulates that no compensation is payable by the Crown in respect of anything done under or arising out of this Act. The Act is completed by one Schedule specifying land which may be granted to the Aborigines Advancement League Incorporated.

Chapter 1 (arts. 1-3) lays down the main provisions. Chapter 2 (arts. 4-6) regards plenary powers of regional authorities and local self-government of the municipal units in the sphere of ensuring soil fertility of agricultural land.

Article 12 shall be amended to add the following wording: “Indigenous peoples, communities thereof, and single persons pertaining to indigenous peoples shall have the right to compensation of damages caused to their traditional environment by economic activities of organizations and natural persons”.
